Police, soldiers, dignitaries and citizens gathered hopefully in the palm-lined central square of the northern Bolivian city of Kobija on the morning of October 1. After five-and-a-half years of hearing and deliberation, the court ruled that Chile had no "obligation to negotiate sovereign access to the sea" for Bolivia.
